Cemetery
GRAVESITE RULES
1) Headstones that have fallen in disrepair and no family left: Those pieces will remain with the grave until such a time they are unreadable and then will be removed.
2) No trees, shrubs or permanent plants of any kind may be planted unless by the Parks Dept.
3) Flower containers (permanent)
a. Three containers not to exceed the width of the grave site
b. Containers must be constructed of fiber glass, concrete or metal
c. Iron hangers must be moveable
d. No glass, wood, or plastic containers allowed
e. No container can exceed eight inches past the front of a headstone
4) All Memorial Day flower arrangements will be accepted, but must be removed by June 10th. Any item left after that time will be removed and discarded.
5) No benches or statues are allowed outside the boundaries of the owner’s gravesite.
6) The minimum distance between two mausoleums should be one foot or 12 inches.
CITY REGULATION
1) All burials in the City Cemetery must be buried in a vault except for the indigent which must be buried in Potter’s Field.
2) Indigent funerals
The city will provide a space in Potter’s Field and pay for the cost of opening and closing the grave.
3) Sunday burials will be allowed at the discretion of the Public Officer and may depend on the religious beliefs of the family.
4) Neither the City of Neodesha nor its employees are liable for any item placed on a grave.
5) Temporary flowers may be placed in a plastic or composite container only after notifying the Public Officer. These items can be left for 5 days, after that they must be removed. The following are special days;
a. Birthdays
b. Anniversary
c. Mothers Day
d. Fathers Day
e. Christmas
f. Easter
g. Valentines Day
h. Religious Holidays
6) Speed limit in the cemetery is set at 10 mph.
7) Cut flowers and arrangements may be left on the grave for 1 week after service.
8) The city is not responsible for planting grass after the service is over. If a family member wishes to do so they should wait until the grave properly settles the following spring. That member must also notify the Public Officer prior to doing so.
9) Type of burials allowed is, one burial per space or one cremation on top of an underground vault or two cremations per/ space or a multiple space headstone.
10) Mounding of a grave is at the discretion of the Public Officer and based upon the time of season. Once the grave has settled, mounding height may very but not to exceed four inches.
11) Temporary Markers are allowed until they become unreadable or disfigured, then they will be removed by the Public Officer. The Public Officer will then notify the City Clerk to make contact by letter (if possible) with a member of the deceased family to replace the marker. Temporary Markers will not remain for a period longer than one year.
12) “Avenue of Flags” holders will be maintained by those who place them there. These holders must be at ground level through out the year.
13) No items may be tied, placed or put in any tree at the City Cemetery.
NOTICE
1) An attempt will be made to contact the responsible party should a violation of these rules occur. If no one can be contacted the city will remove the violations.
2) The Public Officer retains final authority as to the appropriateness of displays and aesthetic quality of the Neodesha City Cemetery and shall make final determination, interpretation, implementation and enforcement of any and all regulations pertaining to the cemetery.
